[CD-238] Private Contact Merge Fields for New Templates 

Fixed: where a system administrator is creating a new letter template in the letter writer there was an issue where the address line 2 was repeated in the data fields list. This has now been corrected and all private contact address fields are displayed correctly. 

Please note the above issue does not impact any templates that already exist or the generation of letters for clients.
